Prince Edward Island is one of Canada's most mature heat-pump markets, and in 2026 it lost much of its rebate support. For a company launching a new line, that's a clear signal: the island doesn't need convincing that heat pumps work, and there's no program wave to ride. The opportunity is in serving the many homes that already have heat pumps, and doing it better than anyone else.
The PEI market for a new heat-pump line
According to Statistics Canada, in 2023 heat pumps were the primary heating system for about 36% of PEI households. At the same time, about 28% relied mainly on oil, about 18% on electricity and about 8% on wood. In other words, a large installed base of heat pumps sits alongside a large group of oil homes.
That points to four launch angles:
- Service and maintenance for the island's large base of existing heat pumps
- Upgrades and replacements as earlier units age
- Whole-home systems for households that started with one or two ductless heads
- Oil-heated homes still considering a switch, now largely without program money
Charlottetown, Summerside, Stratford, Three Rivers and Cornwall are the main communities. On an island this size, word of mouth moves fast, which is both the risk and the opportunity for a newcomer.
Climate and seasonality
PEI's maritime climate brings cold, snowy winters moderated by the surrounding Gulf of St. Lawrence. Homeowners are experienced with heat pumps and will ask practical questions about coverage, maintenance and what happens in a storm or a cold snap. Your technical team should answer them; your marketing should make those answers easy to find.
For timing, many service-led companies on the island find fall a natural moment to reach out about maintenance before winter, while installs and upgrades can be scheduled through spring and summer.
Licensing, certification and regulators
PEI's Inspection Services cover boilers and pressure vessels, electrical, plumbing and propane (LP gas). Several licences may be relevant depending on your offer: a Plumbing Contractor's Licence, a Mechanical Contractor Licence for boiler and pressure vessel work (the current three-year cycle ends December 31, 2027), and LP Gas Personnel Licences for people servicing propane appliances. Trade certification runs through PEI Apprenticeship, and workers' compensation through the Workers Compensation Board of PEI.
Our training roadmap maps which licences and certifications your crew needs for your planned services. We don't give compliance advice.
Programs relevant to a launch (as of October 2026)
- efficiencyPEI Free Heat Pump Program and OHPA: the official page stated that applications were closed; the closure date wasn't confirmed.
- Residential heat pump equipment rebates: ended April 15, 2026. Homeowners who bought equipment in the 12 months before that date may still have a window to claim, measured from their purchase date.
- Free Insulation Program: expanded under the June 2026 Canada Greener Homes Affordability Program agreement for income-qualified homeowners; current intake details weren't verified.
- Federal heat pump rebate: announced October 2026, expected in 2027.
With island programs closed and the federal one not yet open, PEI homeowners may be cautious about timing. A launch here should avoid rebate-led messages entirely for now, and focus on service quality, response times and honest quotes.
How we'd approach a PEI launch
- Lead with service: maintenance plans and repairs for existing heat pumps, delivered by your licensed staff.
- Turn service customers into upgrade and whole-home customers over time. See existing-customer conversion.
- Build a simple offer menu for upgrades and replacements. See offer design.
- Earn reviews on every job; on an island, they spread further than any ad.
The numbers matter here too. A small market means a small first-year target, so run the break-even guide with conservative job counts and count service-plan revenue separately.

Frequently asked questions
Are efficiencyPEI heat-pump rebates still open?
As of October 2026, the residential heat pump equipment rebates had ended on April 15, 2026, though purchases from April 15, 2025 to April 15, 2026 might still apply within a year of purchase. The Free Heat Pump Program page said applications were closed. Check with efficiencyPEI directly.
What licences matter for heat-pump work on PEI?
It depends on the work. PEI licenses plumbing contractors, mechanical contractors for boiler and pressure vessel work, and LP gas personnel for propane appliances. Confirm with the province's Inspection Services which apply to your offer.
Is PEI too small for a heat-pump launch?
It's small, and that changes the strategy rather than ruling it out. Reputation spreads quickly on the island, so a launch built on excellent early jobs and service can grow by word of mouth more than by ads.
